We are trying to using pagerduty in our services. But when our service is not available, we want to let our user know.
Our users are not using pagerduty and we only want notify them service is not available. Is there anyway in pargerduty to send email notification to non-pagerduty users?
Could I customize notification when incident happened?

Incident alerts are sent exclusively to PagerDuty users. You can send status notifications to dedicated teams who will then reach out to final customers.
